No, just damaged and manipulated. Still worth 1 euro though.

But if you look closely in word euro the o is up

That is a common manipulation that you see a lot with bi-metal coins. Just brute force twisting.

These coins are stamped after the inner part and the outer part are assembled. It's impossible that it could happen at the mint.  Someone force rotated the outer part.  It's easy to do.
