Australian Coin/Medal Help!

G,Day,  I have a Australian 1927  Canberra Florin with the Obverse shaved off and engraved with,
 In Commemoration of The Locking   Sydney Harbour Bridge   19 . 8 . 30    C.W.SHEA    #6
Can any shed some infomation on this.  
The locking was when the Arch came together.  The bridge was opened in 1932.  Bob.
