Add issuing entity to Montenegro [opgelost]

For what I can see, Montenegro seems to miss a few issuing entities. For what I can find on Banknote Museum and Moneypedia, it should be:

English: Treasury

English: Military Government District Command

"Local" language: Imperial and Royal Military General Government District Command

English: Austro-Hungarian Military Administration in Montenegro

“Local” langugae: K.u.k. Militärverwaltung In Montenegro
