I am not sure this is New York City.

My name is William, I am the Transportation Token Editor on tokencatalog.com

It would be great if it was, I can not find any info supporting this.

This is different, 2 R's in carrousel (an older spelling)

 Richland Carrousel Park - uses 2 R's. 

Not in Atwood Coffee, not much info. 

Anyone seen this token in the wild?

Don't know anything about it and there is no public change history to look up if anything water tight is in the sources.
