No, but I have seen a few on offer on eBay asking price in excess of $1000+. So far only saw then in acrylic block.
From what I can tell, they were only issued in acrylic blocks, as ahkai mentioned, in a commemorative case as seen here and here.

I think $1000 is an inflated price. I would put it between $400 and $700 US. It’s not in as great of demand as comparable commemorative notes, and it’s not something that’s particularly special. The only differences between this and its regular issue counterpart are the overprint, the lack of a traditional serial number, and the 27mm thick acrylic block. The most interesting part, in my opinion, is the commemorative box itself. That’s just my (rough) personal valuation. The best way to get an accurate estimate is through contacting Mongolian collectors that know more about this note and perhaps even know its original price from MongolBank.

IMO, no. The seller can ask whatever they want but I would not encourage them. The issue I have with this is that it is in a block. You cannot have it removed and you cannot place them in a sleeve. Even $400 is a bit too much, after all, this is more like a paper weight than a collecting a banknote.
