Technically yes, either a weak strike (too little pressure on the dies while minting) or a strike with worn dies.

India uses steel as a material for many of their coins. Steel is a relatively hard material, so it probably requires higher minting pressure than other materials. And because of the harder material, the dies wear down quicker, and should be replaced more frequently.

This type of error is very common on modern Indian coins.
