You got Rudolf II of HRE (1576-1608) name and titles written on the coin. This narrows down search. Plus that eagle and no third party titles makes this his own coin and not some HRE state minting stuff with his name. He ruled Austria, Hungary, Bohemia and Croatia directly. He had some kreuzers minted with three digit year notation in Bohemia. Austria might have done it too and only numista page is incorrectly saying that coin used only two digits.

diameter should be around 22 mm.

Ano je to Rudolf 2. Rok ražby 1601. 3 Kreuzer. Ale nikde jsem nenalezl tuto variantu😔
