Collector vs Fantasy coin?

I would argue that this is “Fantasy coin” and not “Collector coin” – because ECU's as a currency never existed. However I can't even propose type change to exonumia as it's locked to coins.

1. You can change the type to Fantasy coins. Just click the Change category link at the top of the edit page.

2. But don't. The correct type is Collector coin.

Fantasy coins - Coins issued by a non-official body with only collection or investment purpose. 

Collector coins - Coins issued by a government for collection or investment purpose. They were not intended for circulation. The coins are denominated in a currency which doesn’t have circulating coins or banknotes.
