Only one ruler fits ЕТР

 

Peter 1st kopeck, 1701-1709. You might figure year, if characters below St.George survived time on other side of coin.

 

Take it out of the holder and measure its weight. That's other way to narrow down period and ruler. If you use holders to store old coins, maybe get into habit of writing weight of the coin on holder.
