Just a gold plated 1 euro cent, not worth much more than face value.

In Germany a shiny new pfennig, or now euro cent, is a symbol of wealth and brings good luck. For added luck it is made more shiny with a gold coloured plating.  A lucky charm to give to someone.

You also see it in other countries, more as a school experiment in electro-plating.
