Are Virgin Islands coins from 1973-1984 circulating or not? [opgelost]

Hello. According to the Krause Catalog of Circulating Coins, these coins are circulating. I submitted a request for an amendment, but it was denied. Can anyone explain why? Here's what the Krause Catalog says: "The Government of the British Virgin Islands issued the first official coinage in its history on June 30, 1973, in honor of 300 years of constitutional government in the islands. U.S. coins and currency continue to be the primary medium of exchange, although the coinage of the British Virgin Islands is legal tender." SCWC doesn't say they circulated just that they are legal tender.  Numista also says they are legal tender.

edit: forgot to actually answer your question; they minted non-circulating coins, but they are legal tender - meaning if any islanders got hold of them and needed to use them in shops (or maybe just post offices and banks) they could.

SCWC and Numista are correct.

As a referee for BVI, I rejected the request with short comment. After receiving private message on the same topic, I answered with the larger explanation. In general, these coins (even are legal tender) were issued mainly for collectors and were not intended to circulate and this place them as โ€œnon circulated coins" according Numista definition.
