Yes - the US dime has a lot of these. First I thought it was offcentered, then a tapered planchet, but now I think it's the hub was loose.. making the die move. But keep an eye out for the 1982 dime without a mintmark P. I have been looking for 20 years. Still have not found.
I have read that the dime is said to have common offset rims but can anyone tell me, I have a 1892 zar 6d with definate offset rim and request any indication of how common this was in the zar coins

This could be a dryer coin. A coin gets caught in an industrial dryer, between the drum and the inner wall, and its rims are pushed down until you get a very thick-rimmed coin. I have a couple of them.
