Issuer Modification - Hainan Province & Kwangtung Province

The issuers for Hainan Province and Kwangtung Province in the catalogue have the incorrect flag. Both of these provinces were still part of the Republic of China when they issued currency and subsequently did not issue currency when they became part of the People's Republic of China. Thus, their flag should not be that of the People's Republic of China, but rather that of the Republic of China.

I presume that if an issuer doesn't have a flag, it just inherits the flag of the parent issuer, in this case, the PRC.

The flag situation in the Chinese provinces is a little bit more complex, as most of them has issues from the imperial times and from the early republican period too, when another flags were in use:

A flag carousel could be a solution, that shows these three flags one after another. Something like that's a couple of issuers already using (Western African States, for example).
