Are these raised lines a die clash, or some kind of planchet flaw? 1995 (P)

I cannot find any references for a similar die clash in this year.

I think not as there's nothing on the obverse die that would put raised lines like that there.

However, I can't figure out why the lines are not raised on the letters, but only behind the letters.

Maybe because those lines are on the blank and the minting press tends to squash them on the high points of coin. Just a guess as I've seen them on areas where that doesn't happen.  Here's what the planchet looks like sometimes prior to minting.

The die is a negative of the coin.
In the die the letters aren´t raised areas, exactly the opposite, the field is the raised area, hence a die clash will leave a mark on the field, not on the letters.

This coin is not a die clash.
