These clay items were never meant as coins or tokens, but they were actually pins. A metal pin was glued to the back of them, and they were given to people who had donated money to the “Winterhulp” fund, set up by the pro-German NSB during WW II. People would wear them on their clothes - but this would be seen as a sign of their support to the Nazis, so the pins weren't very popular.

They are neither coins nor tokens, but might be regarded as medals of some sort. If not, they are just (parts of) pins.
