We could use it as long as we're happy that is issued under at least three different names, National Treasury, Central Treasury and Public Treasury.

I'll ask the referee @Eagle68 for his opinion on this matter. =)

Why? These notes were issued by the government, replacing the assignats, and circulated as normal money.

This thread is actually about adding the issuer, though.
