Afghanistan or India (the old India that bordered Afghanistan), ie modern day Pakistan area, would be a good place to start. More information on the coin is beyond my speciality unfortunately, but that is what it looks like to me.

It is an anonymous type ¼ anna coin of Bhopal princely state

 

visible script is # top image - zarb bhopal, lower image- pav anne (¼  anna) above is sana  and part of the datet

No ruler on the coin, it's anonymous type as I pointed out, date  on these is usually 1285 ah which is 1868 ad which would be  Sikandar Jahan Begum, an unusual female ruler
