Definitely looks like proof. UNC coins, at least those I've seen have a very non-mirror field.
You can compare to images of different proof sets:

To be certain, also check the edge. On proof coins it should be polished as well. I don't know if it has smooth or reeded edge though (probably reeded?). If reeded it is not very useful.
For modern stuff I am not sure about if its UNC or Proof, I hold them up to some text or my face and see if I can clearly read the text or see me relatively sharp. Proof like UNCs usually have a haze and you can make up most of the details but it's like you smeared grease on your mirror.
