Lebanon 1 livre 1975 non-magnetic

I found a coin not in the catalog and I would like to ask for your opinion. It is a non-magnetic 1 livre Lebanon 1975. I attach photos. Edge has a fine reeding. It has a slightly different “grayish” color compared to other nickel 1 livre coins which is not really visible on the pictures, it reminds me of Indian steel rupees like this: N#1609

So what is this? Maybe a steel counterfeit? But then why it is not magnetic?

Does anyone have a similar coin? Should it be added to the catalog?
