Different flags for different ruling authorities?

Hello!

 

Is it possible? I am not sure, but it seems so. For example: Egypt  has 2 flags, before and after 1867, but there actually should have more. And the same goes to Syria, before and after 1921.

The only thing that can have flags are issuers something that is on THIS list.

Ok, but if so, why does the catalog show a different flag for Egypt prior to 1867, and for Syria prior to 1921? (see the links I've just posted above)

Ireland between 1801 & 1922 should have the British flag, not the post-1922 Tricolour.
