That is the question.
Most certainly a token. It has no words, or characters that would indicate a country, mint, or anything else. Probably a Catholic token due to the cross.
I might be totally wrong, but I think I have seen this somewhere and it was an Indian Temple Token.

Maybe. I remember trying to that typer of token a few years back, never succeeded. Maybe you're right, probably your right because the rest of us have no clue.

And if you scoll down through the article there's lots of pictures of beads that bear the symbol of the cross with 4 dots that your token bears.
