Poland - coins or tokens [opgelost]

Are this coins, medals or tokens?

Hi, they commemorate certain events. they are used in the cities that created them and only by some traders who have agreed to use them. for example, that of 2008 the city of Gdansk, just 80 shops accept them. They are probably tokens
