No, it is a restrike.
The key is the phrase "ARCHID.A
VST.DUX" - non-restrikes will read "ARCHID.A
UST.DUX".
However, with that wear it could be a fairly old restrike, from a time when these coins were legal tender all over the world. Nowadays they are mostly confined to their pretty Austrian Mint coin-cards.
