Medieval coin?

This coin has a cross in the center and a design over the center of the cross. There is a circle in each of the four sections made by the cross. This design is then enclosed in a circle. Outside the circle around the edge of the coin I make out the letters MONETAL. There is more written but it is not legible.
On the other side is what appears to be a crude two-headed eagle also enclosed in a circle. The only letters that I can make out around the outside on this side are CIVIT.
This coin is actually silver in color and not magnetic (I have darkened the image in an attempt to make it more visible).
About 19 mm and 1 gram, it is pretty thin.
Again....Much Thanks!

Try Brittany it sounds very similar to a double denier
Did you try Poland?

lt's very possibly one of these or a variety of it.
It's a French coin.
That I know.
And you know this how?
Always remember, No matter where you go, there you are.
Looks to be a HRE (Holy Roman Empire) coin, not anywhere close to French. However it's really hard to read this one, could you possibly provide higher resolution images?

I think I can read MONETA, wasn't that on pretty much all the coins from the Swiss canton of Zürich?
