The percentage of silver in some Ottoman coins is very low, in your case .170 (some even go as low as .100). That means that your coin has only 17% of silver in it, the remaining part being copper. That's why these coins look more like copper than like silver.
But that said - if you examine more closely, you'll find the coin having a slightly lighter color than a 100% copper coin would have - there's the silver!
Silver with fineness < .500 is frequently referred to as billon. Probably to avoid this kind of confusion.
