Sujit,
By Kushana I assume you mean the Emperor Vasishka Kushana and not some alternative spelling of the Kushan Empire right?
So what I was thinking was an anchor is actually a human male standing facing forward.
Is there any way I can narrow down the attribution more? Some book I can check? I am asking that question assuming that the imitative types for Kushan coins are similar to the "Barbarian imitations" for Roman coins.
Yes that is right. These were made post-kushan period by anonymous rulers from Northern India (upto Bihar). They copied coinage of Kanishka, Huviska and Vasudeva. These almost always came without any Legends and the overall engraving was very primitive.

Thank you sujit. I have ordered the book you referenced and will take a look at it. I am starting to venture into areas that the Krause catalog doesn't cover or covers poorly so this will be a good step to having better documentation on these types of coins.
