I agree, looks more a damage made after minting, not an error

It would only be a minting error if this area is raised not if something is chipped out also because it goes over both planchets it can't be a planchet error.
More value than other Italian 2 € coins? ... only if you find someone who collects such damaged coins but I think the chance of finding this person is rather slim.
