this coin is missing in Krause and I don't know if it's a real commemorative coin or of fantasy coinage .

Looks like a fantasy coin to me. I do have one 1000 dobras in my collection and it's completely different. At same time I must to admit that they have emitted some weird coins before.
Looks like Antique finish. Might be official; several coins from small countries don't show up in Krause for decades. Because they have the same doubt and need official registries from the emiting countries to include them in their listings to avoid getting burned by good quality fantasy ones as they did during their early years and then having to move them to KM#X as they already gave them a coin KM but then realized they are fantasy, or tokens that get the X#, so they need a mix of KM#X to not hurt the collectors who trusted them and mainly to not hurt their credibility.

I think the easier way to get an answer is to send a mail to the Central Bank of Sao Tomé e Principe and see what they say.
I think that's a great idea because we can only guess, based on a hunch. Hopefully you get a satisfying answer from them.
I also have my doubts if it's a real coin but it's just my opinion, based on nothing but a hunch. What me disturbs is the total absence of a date. Of course, having a date or not isn't a condition to determine if it's a real coin or not, but there is only a very small percentage of coins without a date.
