Because nobody has volunteered to referee those countries yet.
However, the referee nomination process seems pretty lenient, so if you put in your name for as many unclaimed countries as possible you'll be well on your way to becoming a valuable Numista team member.

just what exactly are all the responsibilities of a referee?
I am referee for Italian States and Zambia, and I add pictures when I can from approved sources, accept suggestions from other Numista members for coins from my countrys, and verify and update the catalog when needed, i.e., add coin descriptions, correct spelling mistakes, etc.
The list of countrys with referees is here: https://en.numista.com/team.php If there is a country that is not on the list, you can contact Xavier to "apply".
If you really have interest in improving the catalogue, I would first advise that you chose a country you like, and you add coins looking for pics in the list of authorized websites, make modification requests according to the Numista standards (found in Numisdocs) etc etc.
You can do that a lot without being referee. You can also try your best to handle English and French or find out how to best fill both sides of the sheets. Google translate is not always that bad and there are bilingual members who offer sometimes to help with translations.
The only difference is that you have to wait approval, and that you don't receive requests from others.
The time depends on the catalogue indeed !
Cheers,
André

Don't worry. I just applied and became referee of Lorraine a week ago. Xavier will send you some tooltips and some others are in the Referee section of the forum. Numisdoc can help you too.
