Second one is a lot heavier looks like. Over 4 grams compared to just over 1 gram for the first one. Don't speak French but seems to me that the second one is like a special edition. Just look at the mintage numbers for it. Only in the hundreds made each year.
"Silver Piedfort" - it is struck in silver and it is much thicker than an ordinary coin.
Piedfort = strong foot, an expression used for double thick (or more) versions of a coin
