I've never seen this one before but there are a lot of Canadian provincial tokens from field marshal Wellington some bear his battles. He led the British army in Spain and Portugal fighting back the spread of french influence.
I would say it's more a medal rather than a token. Charlton's Canadian colonial tokens 9th edition doesn't list it.
