In 1991 Paf (Ålands Penningautomatförening) issued the Alandish daler in the denominations of 10, 50 and 100, which should've been at par with the Finnish mark, and was intended to circulate on the island. But it ended up in trial and the daler was stopped.
So the intention was that it should circulate on the islands, but since the government put a stop to it all I guess it should be classified as token, or at best counted as
local coins/
token coins just like the Lower Canada coins, etc.
In 1994 Åland issued a 10, 50 and 100 daler as a souvenir tokens. So these are definitely tokens!
