hello, who minted this coin/medallion, front has writing хаваровский край , and bear emblem. on the back there are two silver stamps. one showing a hammer and sickle in a star, next to a .925 silver stamp, and the other reading, 190KS in a rectangular stamp. it is numbered in hand written, 076, I can only guess it had a mintage of
500-100

It was minted in the Soviet Union. It is a district medal, such as the Soviet Union did for most or all of the districts/oblasts/ republics ..

Just for complete accuracy, it is actually spelled as "Хабаровский край", or Khabarovsky Kray (region), instead of "Хаваровский край".

​Unlikely. Probably just the font. In some fonts capital Б may look very similar to capital В.
as for the value of this coin, what would you pay? it does weigh 31 grams, and is marked .925. thank you for the knowledge as well. this website is much more useful than coin community.
