If you compare the Numista photo side by side with your photo, the flowers on the reverse seem off, especially the one in the top left.

The photos are bad, but the coin doesn't look a fake, just heavily worn. What makes you think that it is counterfeit? Is it magnetic? What is the weight?

There are a lot of variations for this year so comparing flowers with only one image won't work. I have 2 versions of this year but not this one.
I would say it is a very worn example of the real Rupee.
