1815 Napoleon and Louis XVIII Décime Context?

I recently came across the Napoleon I Décime https://en.numista.com/catalogue/pieces3346.html and the Louis XVIII Décime https://en.numista.com/catalogue/pieces6678.html
Both of these coins are extremely similar and were only struck in Strasbourg for a limited time. What is the context surrounding these coins? I thought the Décime had been demonetized about a decade earlier so why is it still being struck in 1814-15? Why was the issue limited to Strasbourg? Were the 1815 Napoleon coins struck during the Hundred Days or were they struck in 1814 in preparation for the next year?
The décime coins have been used together with the Sol coins until the middle of the 19th century.
The city of Strassbourg has been besieged at that time and these coins could be considered as emergency issues.
The coins exist with N and L because Napoleon and Louis XVIII have been switching several times during that siege. So yes, the 1815 Napoléon coins have been struck during the 100 Days.
The coins look similar due to the lack of resources during the siege. The same reverse dies have partially been used for both issues.
