How does one distinguish a Belgium 1903 10 centimes coin between KM 49 (https://en.numista.com/catalogue/pieces2674.html) and KM 53 (https://en.numista.com/catalogue/pieces289.html)? Is the date slightly different in size in one version?

Yes, KM# 49 is with date with small digits, KM# 53 with date with large digits, as you can see here in the Official Catalog of Belgian Coins:
