Maybe Fine, with a note about the verdigris and rim damage? Catalog value is $25 in VF, $6 in VG, so maybe somewhere about $8 to $10?

I would agree with Jesse on that-it even be vg because of the verdigris.
It's a problem coin, and the XX reis is fairly easy to pick up anyway in that series. It's not at all scarce or anything.

I'd value it at $5 or less unfortunately.

well, that's strange, as i can't find this coin in Portugal for less than 30€!!!

​I think that in most countries the national coins go for higher prices than in other countries. Mainly because there are more people collecting their own coins than world coins. Unless I'm seeing this wrong ?

​Not always, US coins and banknotes are way more expensive here than across the pond.

The verdigris and rim damage have no bearing on the grade. Grade the coin on it's merits based mostly on how much wear it has suffered with a minor consideration given to secondary matters such as eye appeal and note any incidental issues seperately.
Non illegitimis carborundum est.  Excellent advice for all coins.
