It looks similar Ottoman empire
#588 Yirmilik - Mahmud II (Kostantiniyye mint) 1223 (1828-1832) Silver (.220) – 1.6 g – ø 21 mm
- but it's COPPER!

As Arno said this confusion is common. The reason for this is that the silver is still worth much more than the copper. Copper is around $6 per kg or $0.20/oz and silver close to 100 times as much. People like to know melt values, even if for this coin that is quite irrelevant. Nice historic piece!
