Ukraine 2007 5 Kopiyok possible variation?

Does anybody know if this is a variation not listed here on Numista or an error of some sort?
Firstly, the coin only measures 23.2mm in diameter. In both Numista and The Standard Catalog of World Coins it lists it at 24mm.
Second, the edge is not reeded as listed on Numista and The Standard Catalog of World Coins.
And lastly, the weight is slightly off weighing in at 4.14 grams.

Any thoughts would be greatly appreciated!

I've been searching around online for any information regarding this variation and can't seem to find anything. Is there a potential for this coin to be a fake? I couldn't see someone making a fake of a coin with such little value. Any information would be really appreciated. Right now this has me stumped.

don't you think it's suspicious that the reeding is away AND the diameter is to small? File away the reeding and the diameter goes down, right? Unfortunately your image of the rim is not good enough too see if has been manhandled!

I have some Polish coins, where the reeding has been filed away, so the same might have happened here. The plain ones have a diameter of around 23.44mm and the reeded ones 23.81, which is a 0.4mm difference corresponding to the height of the reeding I would say.
