Fused Wheat Penny mint error???

Can't remember where I found it BUT I have 2 wheat pennies that are fused together. I suspect someone did this on purpose. I'm curious if anyone has seen this before, or could it be a mint error. It does look like someone tried to pry them apart. I welcome any opinions or suggestions on this.
