i can't find anyhting in your words. It maybe in transit in Germany, but surely, he wrote your address with ''Ukraine'' then probably it may reach you.
Sometimes you just have to be patient as letters can take a long time. This can happen, the reason for it is, there are basically no direct flights between Mexico and Ukraine. So in order for letters to make it to a destination where there are no flights to they have to be sent through another country. In you case there were no flights between Mexico and Ukraine. So Mexican Post sent it to Germany. What will eventually happen is German Post will send it on a flight from Germany to Ukraine as there is most likely direct flights between these two nations. However, it does usually add additional time onto the delivery. If it takes a substantial amount of time. Your friend could contact Mexican post to see if they have any answers. Or you/your friend could contact German Post to see if they could help. I would start with Mexico Post if you don't see movement of the letter within a week.
By there fail message, I would say that the address label has come off. In the many years that I have been swapping, this has happened to me twice. Both times the packages were found but took more than six months each case.. Contact the German post directly and make an international search request.
