The calligraphy of the face value indicates that it was produced by Thévenon.
It can be assumed that they were used to give change at a time when coins were rare, or even non-existent in the 1920s. But because these tokens were anonymous, their use is less well documented than that of tokens indicating a particular store. Whether these anonymous tokens were accepted in all stores or only in certain designated stores is still unclear.
There is a wide variety of face values, like HERE for example.
