I don't have as much experience with this dynasty as with some others but I'm reasonably confident your coin is:

Fatimids, al-Hakim bi-Amr Allah, 996-1021, AR 1/4 dirham, no mint or date. O: (name and title of Fatimid caliph) al-Hakim bi-Amr Allah / amir al-mu'minin. R: (Shi'ite kalima) Muhammad rassul Allah / 'Ali wali Allah. Cf. Album 711F ("fractional dirham") and SICA-6, 428 (Siqilliya issue).

I take a look on ZENO coins and I find this coin on Fatimid, Al Hakim.
I'm glad to find it. I have got it in 1990 and never I can identify.
