Is this a King Leopold ll Belgium coin?

I have this coin(?) and I would love to know what it is and how old as I cant find any other images online.
It is the head and shoulders of King Leopold ll ROI facing left and on the reverse I can see the words for inauguration but the date is erroded.
It is 5cms and copper I think,
any help would be appreciated

"MACHIN" is literaly translated by widget, gizmo, thingy ... therefore rather pejorative.
it's undoubtly "DES MACHINES". When the engraver saw that it was missing the "S" of the plural, he overstamped the "S" on the "E" of MACHINE. :8D

So an inauguration of an exhibition of machines of the belgian state ?
Where they sort of Earthmoving machines ?

SECT DE MONS might be "sections" of Mons.
In Belgium, a "section of commune" is a former civil township, now merged.
Mons gets 19 sections : Mons, Ghlin, Flénu, Jemappes, Maisières, Nimy, Havré, Harmignies, Harveng, Hyon, Mesvin, Nouvelles, Ciply, Saint-Symphorien, Villers-Saint-Ghislain, Spiennes, Cuesmes, Obourg, Saint-Denis
