It's written on obverse : Kommunalverband Bogen - Municipal Association of Arch ?
and on reverse: Gültig bis 6 Monat nach Friedensschluss - Valid until 6 months after peace ?
When you take the word "Kommunalverband" by itself, Google translates it to "Local Government Association". My guess is that "Bogen" refers to the town of Bogen in Bavaria.
This would make it a coin from the local government association of Bogen, Germany, merely phrased in a fancier way than coins that simply list their town.
As far as the other side - I've seen paper money from after the war with an expiration date. Maybe it was a thing that they sometimes did back then.
Edited to add: There apparently are a whole bunch of coins from Bayern that include an expiration date - city issues, district issues, private issues - there are three pages in Numista.
That's a neat coin! I'm going to look for one with an expiration date for my collection!
