USA is USA, you can not compare to any other countries
It's strange, because they didn't break up the Washington quarters that way - minted from 1965 to 1974 and then again from 1977 to 1998, after the Bicentennial quarters in 1975/1976. And arguably there were significant changes over that time period (the portrait was redesigned with much more hair detail in the early '90s, for example).
