I recently went to the store and found 52 cents on the shelf of the CoinStar machine. Is it fair game of foul play to take this change, because it was not in the reject bin?

I don’t know why people leave coins up there but they're not coming back for them. I found a dollar coin that was almost unrecognizable because it had been in the road or something. I took it to my bank and added $1 to my coin fund. I don’t know why the original owner didn’t do the same? People are very wasteful I guess.
I keep up with all my spending, and keep my coin money separate from all my other money. All the change I find at Coinstar I add to this fund.
Taking a break from swapping for a while, but still interested in pre 1799 Spanish coins, I will make time for that!
