I just bought this coin because I did not see any dots on sellers picture.
The weight is supposed to be 6.5 grams and this coin's weight is 6.4 grams which is normal.
The diameter is supposed to be 26 mm and this coin's diameter is 25.8 mm which is normal.
Thickness is 1.9 which is normal.
I do understand the coin is made of Zinc and is very worn which could cause the dots to wear away – but - just not sure.
Any members advice or thoughts would be appreciated. THX Ed

Very strange coin. The coin isn't that worn and it's certainly hard to believe that the dots and only the dots could be worn away completely.
Anyway, in the official Belgian catalogue there is no mentioning of that coin without the dots. Only for the similar 10 Centimes 1916, which exists without a dot before the date or without a dot after the date (but not without a dot before and after the date).
It looks like you can see here the traces of the dot after the date. And the distance from the date to the dot is exactly the same as on coins where the dot is clearly visible.
No visual traces however of the dot before the date on any of the pictures.

I saw that but was not sure if it was a dot or not - any place or anyone I can send the coin and get it certified one way or the other?

Of this series of sink coins (5 - 10 - 25 cents) are different variations possible in the points.
Some examples:
dot before date, fading dot after date
dot before date, no dot after date
no dot before date, dot after date
no dot before date, fading dot after date AND no trema on E of BELGIË
Fading points support the theory that these coins suffer from die pollution ....

If Essor Prof is correct that there is a trace of a dot after the date and none before the date then this coin would qualify as Date letters "1916 •" in our catalog.
