1/2 Pice 1862 with tags

Greetings all, first post...

Sorting through some of my Mothers coins, I came accros a Queen Victoria 1/2 Pice India 1862 coin with tags on on opposite edges.

I wondered what they might be for. Perhaps from the mint, a jewelry mount or even an error. Any help would be useful as we don't have any idea. Other coins in the collection all appear normal.
