It honestly could be any number of companies, or private individuals that decided to put a 'C' for whatever on it. There's no way of telling.

I would say In this condition scrap value sadly. The C doesn’t add anything.

Too right, better condition could boost price,
I have an 1816 VF-XF coin with no countermark.
At least it is 92.5% silver even with the wear.
